Albanese and Trump hold 'warm and constructive' call

Prime Minister Anthony Albanese has spoken with US President Donald Trump overnight, ahead of a potential meeting between the leaders.

Albanese posted on social media the phone call was "warm and constructive", and the pair discussed economic and security subjects, including critical minerals. 

"We discussed our trade and economic relationship as well as areas for growth including critical minerals," Albanese said in a post on X.

"We also discussed shared US-Australia security interests."

Neither Australian or US officials have released an official transcript from the chat.

Australia has 36 of the 50 critical minerals the US is seeking as it aims to move away from dependence on China for them.

The Australian government has been eager to project itself as a dependable and well stocked potential supplier.

Neither Australia or US officials provided details about the security issues discussed by Albanese and Trump, but they were likely to include the AUKUS deal, under which Australia will acquire nuclear-powered submarines.

The defence pact between Australia, the US and UK has been under review by the Pentagon, which is examining how it will impact American submarine manufacturing. A preliminary report is expected within weeks.

It was the fourth phone call between the Australian and US leaders since Trump took office in January.

The first face-to=face talks are yet to happen, but could take place at this month's United Nations General **** embly meeting in New York, or in Washington DC.

Albanese and Trump were scheduled to meet at the G7 leaders' summit in Canada in June, but US President left the event early amid the Middle East crisis.

Mining ready to ride boom with $2 trillion up for grabs

Afaster path to net-zero emissions and more security in the Indo-Pacific are expected to flow from a new pact with the United States, but the mining industry wants details.

Some $2 trillion has been unleashed for a low-carbon economy under United States laws, with Australia set to get preferential treatment as a trusted source of critical minerals and new energy sources such as hydrogen.

Canada is the only other country to get the special access that is in the works for Australian metals and minerals, future hydrogen and ammonia producers and defence technology companies.

"What's clear to me is that if Canada and the United States have been able to establish a good partnership, that bodes well for Australia," Minerals Council of Australia CEO Tania Constable told AAP.

But it's up to governments to work out the details quickly, she said.

With the right number of mines to meet demand and manufacturing occurring with a like-minded country, there will be a faster path to net-zero and more security in the region, she said.

"Hopefully the critical minerals strategy will set out a framework and pathway for those additional incentives that will really turbocharge this new industry," Ms Constable added.

Australia's updated list of critical minerals and strategy will be released soon and MCA wants nickel and copper added to unlock investment.

"The more we can get on the list the better, but nickel and copper should certainly be on the list," she said.

Used in everyday life in computers and mobile phones, they are also essential for electric cars and electronics for the electricity grid.

US Consul General Siriana Nair said on Wednesday the world's energy transition cannot happen without Australia's resources sector.

The freshly inked climate and energy partnership will increase investment in both countries, Ms Nair told the AFR Mining Summit in Perth.

"Australia is uniquely positioned to be a supplier of choice for us and global manufacturers," she said.

Demand for critical minerals will skyrocket in coming decades and for minerals such as lithium and graphite that are used in electric vehicle batteries, demand will increase by as much as 4000 per cent, she said.

An unprecedented $2 trillion has been allocated under various US laws to support investment in research and development, adopting clean energy and new vehicles, new infrastructure and supply chain security, she said.

Seeking to break China's stranglehold on the global supply of factory-ready minerals, the US laws define a critical mineral as a mineral essential to economic or national security and which has a supply chain vulnerable to disruption.

She said Australia, and particularly Western Australia, has the technological know-how and high environmental and labour standards needed to bring these minerals to market in a sustainable way.

"And America stands with you," Ms Nair said.

A new Australia-US task force will give local industry a seat at the table to secure vital supply chains for minerals and defence industries.

A global survey released by KPMG to coincide with the summit shows mining leaders are confident they can profit from the clean energy boom and hit net-zero goalposts.

Improving energy efficiency was the highest priority for tackling the environmental challenges from mining and metals processing.

US Navy to commission new warship in Australia

The new USS Canberra will be the first American navy warship to be commissioned in an allied country, with the combat vessel set to join the US fleet.

Australian navy chief Vice Admiral Mark Hammond said July's historic event would show the deep ties between the United States and Australia, and provide an opportunity to reflect on their shared history.

"This is a unique demonstration of respect by the US for the officers and sailors of the Royal Australian Navy," the vice admiral said.

Members of the US Navy and USS Canberra crew will be hosted in Sydney to mark the occasion.

It is the second US ship to bear the name Canberra after former president Franklin D Roosevelt renamed a Baltimore-class heavy cruiser in the 1940s after a valiant effort from the Australian navy's HMAS Canberra during the Battle of Savo Island in 1942.

News of the commissioning came as Trade Minister Don Farrell headed to the US to strengthen defence ties with Washington.

Senator Farrell is embarking on a four-day trip in a bid to boost economic ties, including defence technology after the nations agreed to work towards Australia procuring nuclear-powered submarines.

The American, Australian and British defence supply chains and manufacturing sectors are set to intertwine more closely as the three nations work under the AUKUS pact to build submarines.

Senator Farrell will attend Asia-Pacific Economic Cooperation (APEC) and Indo-Pacific Economic Framework meetings, where discussions will also span the transition to clean energy and a safe region amid anxiety over China.

His Chinese counterpart Wang Wentao will also be at the meetings, but a sideline meeting has not been locked in.

It comes weeks after Senator Farrell travelled to Beijing to lobby for the removal of punitive trade sanctions.

He will also meet US Secretary of Commerce Gina Raimondo while in Detroit.

Senator Farrell said the government was committed to diversifying trade relations and "delivering broader and stronger trade agreements for the benefit of Australian businesses and workers".

Negotiations also continue on Australian access to vital defence technology in the context of strong US arms export laws.

Canada is carved out of those laws, an exception Australia is also seeking in a bid to cut red tape and streamline co-operation.

The minister's visit comes against the backdrop of tense negotiations between President Joe Biden and Congress over raising the US debt ceiling to avoid a potentially catastrophic default.

Markets are already dragging due to the uncertainty over negotiations but a default could send destructive ripples through the global economy and further spook investors.

Canada wants more cooperation with AUKUS allies on advanced technologies

OTTAWA (Reuters) - Canada wants to work more closely with allies including Australia, United States and the UK in areas of advanced technologies, Defense Minister Anita Anand said on Monday, when asked if the country wanted to join the AUKUS defense alliance.

"Canada is highly interested in furthering cooperation on AI, quantum computing and other advanced technologies with a defense nexus with our closest allies," Anand told reporters in Ottawa, when asked about a newspaper report saying Ottawa was seeking to join the AUKUS alliance.

The Canadian government wants to take advantage of the information-sharing and advanced technologies development part of the alliance, including undersea defense capabilities, the Globe and Mail reported earlier on Monday, citing unnamed government sources.

The Globe said Ottawa was only seeking to join only the non-nuclear component of the security alliance between Australia, UK and the U.S., which was launched in 2021.

The security pact also aims to provide Australia with the technology and capability to deploy nuclear-powered submarines.

The pact has been denounced by countries including China and France, which lost its own submarine deal with Australia after the alliance was formed. Canada's exclusion from the alliance was also seen as a snub by some for a country already in the intelligence-sharing Five Eyes alliance with AUKUS members and New Zealand.

"Our ties with our Five Eyes allies are strong, and indeed we remain interested in furthering cooperation in AI and other innovation efforts with our allies," Anand said.

RUSSIA

Russia has not yet announced any evacuation of its embassy or its nationals from Khartoum. Kremlin spokesman Dmitry Peskov said the Russians in Sudan were in close contact with Moscow.

"Cooperation and consultations are going on round the clock, and various possibilities are being examined. For now, no decision has been taken."

JAPAN

All Japanese people who wished to leave have been evacuated, Prime Minister Fumio Kishida said.

Forty-five left on Monday night on a Japanese military flight, and eight others left with the help of France and other groups, he said.

SWITZERLAND

Switzerland has already shut its embassy and evacuated all Swiss staff and their families.

CHINA

China said most Chinese nationals have been safely evacuated in groups to neighbouring countries. The defence ministry deployed naval ships to pick up and evacuate citizens on Wednesday.

The foreign ministry said between Tuesday and Thursday, nearly 800 people have been transferred by sea and more than 300 have travelled to neighbouring countries of Sudan by land. There have been no casualty reports so far, the ministry said.

The Chinese consulate-general in Jeddah issued a notice on Wednesday advising citizens who planned to evacuate to Saudi Arabia to enter through the Jeddah Islamic Port.

INDIA

More than 1,200 Indians evacuated from Sudan had arrived in Jeddah in Saudi Arabia as of Thursday, and would soon be repatriated to India, the country's junior foreign minister V. Muraleedharan said.

INDONESIA

Out of 900 Indonesians who have been evacuated from Sudan, nearly 400 arrived back in Indonesia on Friday morning, the foreign ministry said.

CANADA

Canada conducted its first evacuation operation in Sudan on Thursday, airlifting over 100 hundred people, including Canadians and other nationals, on two flights from the war-torn North African country, senior government officials said.

Canada would deploy about 200 troops to coordinate evacuations from war-torn Sudan, Canadian Defence Minister Anita Anand said on Wednesday. About 180 Canadians had already been evacuated with the help of other countries.

There are about 1,800 Canadians in Sudan, out of which about 700 have requested assistance from the foreign ministry, according to the Canadian government.

UKRAINE

Ukraine said it had rescued 87 of its citizens - most of them pilots, aircraft technicians and their families - among a total of 138 civilians, who also included citizens of Georgia and Peru.

KENYA

Kenya's foreign affairs ministry said on Thursday the government had evacuated 342 people who had arrived in Jeddah in Saudi Arabia from Port Sudan.

SOUTH AFRICA

South Africa said it expected the last 12 of its nationals known to be in Sudan to have left on Tuesday.

Australia is overhauling its migration system relying on temporary workers by going back to its roots to encourage permanent residency.

About two million people in Australia are on temporary visas and about 10 per cent of them a year become permanent migrants.

Home Affairs Minister Clare O'Neil commissioned a review of the country's migration system last year and will flesh out the government's new policy to fill worker shortages exacerbated by the pandemic when she addresses the National Press Club on Thursday.

"Our migration system is broken. It's not delivering for Australians. It's not delivering for our businesses and it's not delivering for migrants themselves," she told ABC's 7.30 Report on Wednesday night.

"It is a horrendously complex system that makes it really hard to bring high-skilled workers into the country who will lift productivity."

She said for employers in tech-based industries, for example, the skills list was "archaic" and "out of date".

Ms O'Neil said wage exploitation of temporary migrant workers was also rife and needed to be curbed.

She warned Australia risked falling behind other developed immigrant countries such as Canada by becoming a nation of "permanently temporary" residents.

Some employer groups have called for looser restrictions on skilled migration caps and target industries, while others want a rethink of English language requirements and rules regarding post-study employment.

KARUIZAWA, Japan (Reuters) - The Group of Seven nations see eye to eye on the need to stand up to any Chinese "coercion" or efforts to exert control in the Taiwan Strait, a senior U.S. State Department official said on Monday, amid increased tensions around Taiwan.

Concerns about what the G7 wealthy nations see as China's increasingly aggressive stance on Taiwan and more broadly in the Indo-Pacific region have been in sharp focus during talks among G7 foreign ministers in the Japanese resort town of Karuizawa.

"The message is the same across the G7: that we want to work with China in those areas where China is prepared to work with us," a senior U.S. State Department official told reporters on a call.

"We are certainly going to stand up against any coercion, any market manipulation, any efforts to change the status quo in the Taiwan Strait," the official added.

The G7 ministers are keen to demonstrate a unified front, especially after recent comments by French President Emmanuel Macron which were perceived in some Western capitals as too weak towards China and sparked a backlash.

After visiting China this month, Macron cautioned against being drawn into a crisis over Taiwan driven by an "American rhythm and a Chinese overreaction".

As the only Asian member of the G7, Japan has been deeply concerned about any possible action by Beijing against nearby Taiwan.

Beijing views Taiwan as Chinese territory and has not renounced the use of force to take the democratically governed island. Taiwan President Tsai Ing-wen says only the island's people can decide their future.

"The impact the peace and stability of the Taiwan Strait has on our country is a given, but it is a crucial factor in the wider safety and security of the international community as well," Japanese Foreign Minister Yoshimasa Hayashi said after a bilateral meeting with U.S. Secretary of State Antony Blinken.

Hayashi also told reporters that French Foreign Minister Catherine Colonna said France has "deep feelings" about respecting the status quo and maintaining peace and stability in the Taiwan Strait.

'OWN RULES'

Japan said the Chinese aircraft carrier Shandong had conducted air operations with jet fighters and helicopters between April 10-16. China's state media has said its navy carried out combat training around Taiwan last week.

Russia too has also been keen to show force in the Pacific, and recently launched naval exercises by its Pacific Fleet, drawing criticism from Tokyo.

China is increasingly trying to replace international rules with "its own rules", German Foreign Minister Annalena Baerbock said on Monday on the sidelines of the G7 meeting.

"Many of our partners in the region feel more and more that China increasingly wants to exchange the existing common binding international rules with its own rules," said Baerbock, who last week met her Chinese counterpart in Beijing last week.

The G7 comprises the United States, Japan, Germany, Britain, France, Italy and Canada.

Australian unis limit Indian students over sham visas

Australian universities are cracking down on students from some Indian states amid a rush of fraudulent visa applications.

There are concerns in the government and the higher education sector that the integrity of Australia's immigration system is at risk, with migrants seeking to game the student visa system as an easier pathway to access work rights.

Since the re-opening of borders to international students after the COVID-19 pandemic, applications have rebounded faster than expected.

Applications from Indian students in particular are expected to exceed pre-pandemic highs of 75,000 after Prime Minister Anthony Albanese and Indian counterpart Narendra Modi signed a wide-ranging agreement making it easier for citizens to travel and study between the two countries.

An investigation by The Age and The Sydney Morning Herald found five universities - Victoria University, Edith Cowan University, the University of Wollongong, Torrens University, and agents working for Southern Cross University - are putting in place bans on Indian students to pre-empt greater restrictions being imposed by the Home Affairs Department.

Home Affairs applies ratings to countries they deem to have a higher risk of entrants not abiding by the terms of their visas.

The department told the newspapers that since the easing of COVID border restrictions in 2021 they had "witnessed an increase in incomplete applications and presentation of fraudulent information and documentation in student visa applications".

Applications from south Asian countries surged after the Morrison government removed limits restricting student visa holders to a maximum of 20 hours of work per week.

In February, Home Affairs rejected 94 per cent of applications from India to study in Australia's vocational sector, compared to less than one per cent of student applications from countries including the US, the UK and France.

Insiders have accused education agencies, who help recruit prospective international students in exchange for commissions, of misleading conduct in order to attract more applicants.

In March, Canada's border security agency expelled more than 150 Indian students for entering the country on forged college admission letters.

The students claimed to have been duped by an immigration consultation agency in India that provided them with the forgeries.

A federal parliamentary inquiry into international educational is holding its first hearing on Tuesday.

The comments were the only public sign of tension between the countries during Prime Minister Anthony Albanese's tour of India, which has been heavily amplifying the deepening relationship between the nations.

"It is matter of regret that there have been regular reports of attacks on temples in recent weeks in Australia," Mr Modi said at a joint press conference while standing next to Mr Albanese.

"Naturally these reports of temple attacks concern us all Indians. It is depressing for our hearts," he said.

"I shared our sentiments and concerns over the issue to Prime Minister Albanese and he assured me that the safety of the Indian community is a special priority for him."

Australia has become a staging point for the Khalistan movement, which seeks to create an independent state for Sikhs in northern India's Punjab region.

Pro-Khalistan Sikh activists have migrated to Australia, where temples have been defaced with anti-Hindu graffiti and brawls have broken out between the religious communities.

Attacks on Hindu temples in Melbourne

In January, three temples in Melbourne were targeted in the lead-up to a vote by Sikh Victorians in a non-binding referendum on the independent state, which led to a protest by members of pro-India groups at Federation Square.

Police deployed pepper spray during a small brawl between the rival groups at the protest.

US-based group Sikhs for Justice has been holding the referendums in countries with high Sikh populations, like Canada and Australia.

Australia's Sikh population has grown substantially in recent years, with the number of Sikhs in the country rising nearly 60 per cent between 2016 and 2021.

The Indian High Commission in Canberra has also been pressing Australian officials to stop the referenda from going ahead, arguing that pro-Khalistan groups have been stoking religious hatred and threatening India's territorial sovereignty.

That's forced Australian officials and politicians to walk a fine line, defending the rights of Khalistan supporters to hold protests and political gatherings, while stressing that Australia will not tolerate any violence or incitement of religious hatred.

During Mr Albanese's tour this week, Australia's High Commissioner to India, Barry O'Farrell, also stressed that the "so-called referendum" has no legal standing.

But pro-Khalistan activists say the main goal is to assess the demand for a separate state within India among the migrant Sikh population.

Prime Minister Anthony Albanese has used a landmark visit to India's flagship carrier INS Vikrant to declare that India is a "top tier" defence partner and announce Indian forces will join the massive Talisman Sabre war games in Australia this year.

Mr Albanese also confirmed that Australia would this year host the Operation Malabar naval exercises with the United States, India and Japan as all four nations remain intent on boosting interoperability.

Australia and India have rapidly expanded their defence relationship since 2014, when the two nations held their first ever joint naval exercises.

But Australian officials say Mr Albanese's visit to India's first domestically built aircraft carrier — the first such visit by a foreign leader — is a powerful symbol of New Delhi's willingness to further entrench strategic ties with Canberra.

Mr Albanese climbed into the cockpit of an Indian light fighter jet on the deck of INS Vikrant before meeting with Indian naval personnel on deck.

In a brief speech he called India a "top-tier security partner" for Australia, telling the gathering that the Indian Ocean was "central to both countries' security and prosperity."

"There has never been a point in both of our countries' histories where we've had such a strong strategic alignment," the prime minister said.

Mr Albanese also said there had "never been a busier or more productive time in our defence and security partnership" and that the two nations last year "conducted more exercises, operations and dialogues than ever before."

This year, that will include Talisman Sabre, which is held every two years and conducted at designated ADF training facilities primarily throughout Queensland and in areas of the Coral Sea.

Thousands of personnel from multiple nations – including the US, Canada, Japan, New Zealand, South Korea and the United Kingdom – participated in the war games in 2021.

It's not yet clear how many Indian personnel will take part in 2023, but Australia has been pushing for India to participate since at least 2021, when then defence minister Peter Dutton pressed his counterpart to join.
